§ 22-138 REPORT TO BE MADE.
   (a)   It shall be unlawful for the driver of any vehicle involved in a collision of any kind resulting in damage to person or property on the public streets to fail to report such collision to the police department within 24 hours after the occurrence of such collision.
   (b)   Where the driver of a vehicle is physically incapable of making a required collision report and there was another occupant in the vehicle at the time of the collision capable of making a report, such occupant shall make or cause to be made such report.
