The direction of travel of vehicles on each freeway shall be one way only as determined and indicated by the city traffic engineer. It shall be unlawful for the driver of any vehicle to enter a freeway at any place other than a designated entrance or to leave a freeway at any place other than a designated exit, and it shall be unlawful for the driver of any vehicle to drive same across the median or center strip of any freeway. It shall be unlawful and a violation hereof for the driver or owner of any vehicle to park his or her vehicle or to permit the same to be parked, stand or remain on any portion of a freeway.
