(a) The driver of a vehicle shall not back the same unless such movement can be made with safety and without interfering with other traffic.
(b) The driver of a vehicle shall not back the same upon any shoulder or roadway of any controlled-access highway.
(c) In no event shall this section be construed in such a manner as to permit the backing of a motor vehicle into or across an intersection of public streets or to permit the backing of a motor vehicle so as to turn it from a street into an intersecting street.
