   A steady amber traffic-control light of a duration in excess of five seconds shall constitute an emergency signal. All drivers of motor vehicles approaching an intersection where an emergency signal is being displayed shall immediately drive such vehicles to a position as near as possible and parallel to the right-hand edge or curb of the street before entering the intersection, and shall remain in such a position until a green or “Go” signal is shown.
