(a) The outdoor events manager shall create an events calendar for each fiscal year beginning in October for the purpose of setting the city’s calendar for upcoming special events and parades in the city.
(b) A written application to hold a special event or parade shall be submitted to the outdoor events manager to be placed on the city’s yearly events calendar no earlier than 365 days prior to a special event or parade. The outdoor events manager may reduce the time frame required for an applicant to submit an application as authorized by the director of public events or his or her designee.
(c) The outdoor events manager may deny the application if the applicant fails to submit a completed application to hold a special event or parade to be placed on the events calendar as required by this ordinance.
(d) First Amendment events and First Amendment parades shall be exempt from this division.
