An owner, operator or lessee of an amusement redemption machine game room shall be required to secure a license annually. A game room shall be required to secure a license by paying to the city an annual inspection and game room license fee in the amount adopted by the city council per machine kept within and about the licensed premises. Upon payment of the fee and compliance with all licensing requirements, the license shall be issued by the city.
