(a) No person shall maintain, display for patronage or otherwise keep for operation by the patrons any amusement redemption machine without first obtaining a license from the city issued under the terms and conditions of this division. No license shall be issued until the occupation tax has been paid for each amusement redemption machine as required by this division.
(b) No person shall operate a game room in the city without first obtaining a license from the city, as required by this section. No license shall be issued until the occupation tax has been paid by the game room owner for each amusement redemption machine within the premises, and the applicable game room license fee has been paid by the game room owner.
