(a) It shall be unlawful for any person to rent, sell or hire any boat or skiff of any kind or character at any place on the waters, banks or shores of Lake Worth for use on Lake Worth, or to keep the same for sale, rent or hire, except at the places, docks or piers designated by the city council for such use.
(b) It shall be unlawful for any person to anchor, dock or tie, or keep any boat or skiff of any kind or character anchored, docked, tied or otherwise held at any place on the banks, shores or waters of Lake Worth for hire, rent or sale to others, or for the use of any person other than the owner, except at the places, docks or piers designated by the city council for such use.
