§ 16-14 APPLICABILITY OF SERVICE FEES.
   Authority is hereby delegated to the director of public health to establish and promulgate such additional guidelines as in his or her judgment may be necessary to ensure that no one is denied public health services based upon an inability to pay the fees established under § 16-13.

§ 16-15 PENALTY.
   Any violation, disobedience, omission, neglect, failure or refusal to comply with the enforcement of any provisions of this chapter, unless otherwise stated, shall be punishable by a fine not to exceed $2,000 for each violation in accordance with § 1-6(c). Each day that a violation is permitted to exist shall constitute a separate offense.

ARTICLE II: DEPARTMENT OF PUBLIC HEALTH
§ 16-31 ESTABLISHED; SUPERVISION.
   A department of public health is hereby established, charged with promoting and protecting the public health of the community. The department shall be under the supervision of the director of public health, who shall be subject to appointment and removal by the city manager. The salary of the director of public health shall be in accordance with the compensation plan of the city.
