The financial management services department shall be under the supervision of the director of financial management services, who shall be subject to appointment and removal by the city manager. The financial management services director must be a person knowledgeable and experienced in governmental finance and public administration. The salary of the director of financial management services shall be in accordance with the compensation plan of the city.
