The city council shall appoint an aviation advisory board to be comprised of residents to act in an advisory capacity in conjunction with the aviation department, with the board having powers and functions as described in Chapter 3 of the city code. The board shall consist of 11 members who shall serve in places numbered one through 11. Members of the board serve without compensation.
