(A) A non-refundable application fee to cover administrative costs of processing the permit shall be paid to the city by the applicant when the application is filed. Application fees shall not be waived by the city and shall be charged according to the following schedule:
$10 Block party permit.
$10 Neighborhood association parade permit for a parade sponsored by and for a neighborhood association, the route of which is totally contained within the neighborhood association's boundaries.
$50 All others.
(B) If the application for the use of any city property or right-of-way, or if any city services shall be required for the public assembly, parade, neighborhood association parade or block party, the applicant shall pay, prior to the issuance of a permit, the charges for those services in accordance with a schedule of service costs approved by the Board of Public Works by resolution and approved by the Common Council in ordinance form.
