The secretary of the City-County Board of Health, who is also city health commissioner, all deputy Health Officers and the city police, shall have full power and authority to enter into or upon any street, premises or ground for the purpose of making a sanitary survey of the same; provided that, before making any such entrance, due request for permission shall have been made at proper and reasonable hours.
