If at any time the work of prevention of the spread of infectious or contagious diseases is more than can be reasonably expected by the Health Officer, he may, with the consent of the Mayor, employ one or more intelligent men to act as deputies to establish quarantine, remove patients to the special hospital and conduct disinfections.
