No common or contract carrier or passenger vehicles shall load or unload any passengers until such vehicle is parallel to the curb and not more than one foot distant therefrom, except when prevented from so doing by an obstruction or other condition beyond its control. If there is no curb, all loading and unloading shall be done in such a manner as to cause no obstruction to the regular flow of traffic.
