(A) Surveillance/evaluation charge inside city. All users discharging wastes into the system that require continuing surveillance sampling and waste evaluation, shall be subject to the following fixed charges to cover the costs of such services.

(B) Surveillance/evaluation charge for certain other customers. The city may perform surveillance sampling and waste evaluation for customers located within the service area of a contract customer that has consented to such sampling and evaluation in accordance with applicable law. The fee for such sampling and evaluation shall be negotiated between the city and the contract customer.
