Economic hardship. In the event an owner/permittee is unable to comply with the provisions of § 51.051(B) due to the economic hardship that might be imposed, then the Health Commissioner may, upon application and proof of inability to pay the cost of compliance, extend the period within which said owner/permittee shall be required to make the hook-up provided the owner/permittee has an existing private sewage disposal system which is operating properly.
