It shall be unlawful for any person to increase the use of potable water or process water in any way, or mix separate waste streams for the purpose of diluting a discharge as a partial or complete substitute for adequate treatment to achieve compliance with pretreatment standards or requirements. The City may impose mass limitations on any persons using dilution to meet applicable pretreatment standards or discharge permit requirements. The City may also impose mass limitations on Users who are using dilution to meet applicable pretreatment standards 4or requirements, or in other circumstances deemed appropriate by the Board of Public Works.
