No funeral procession or parade containing 200 or more persons or 50 or more vehicles, excepting the forces of the United State Army or Navy, the military forces of this state, and the forces of the police and fire departments, shall occupy, march or proceed along any right-of-way except in accordance with a permit issued by the Board of Public Safety, upon the approval of the Police Department and Traffic Engineer and such other regulations as are set forth in this Traffic Code which may apply.
