§ 71.25 APPLICATION OF STATE SPEED LAWS; EXCEPTION.
   (A)   The laws of the state establishing or regulating speed limits for vehicles on public streets or highways shall apply to all public streets or highways within the city, except in the circumstances where, as properly authorized by state law, such limits have been increased or decreased by local authorities on the basis of an engineering and traffic investigation, which has determined such increase or decrease to be safe and reasonable. In such circumstances it shall be unlawful for any person to drive or operate a vehicle in excess of any speed so determined, when signs are in place giving notice thereof.
   (B)   An alphabetical listing of each city street, highway or portion thereof upon which the speed limit has been increased or decreased by city authorities, as herein authorized, shall be compiled by the City Traffic Engineer and shall be known as the “Fort Wayne speed limit,” who shall make such listing available for public inspection. All changes in such listing by the City Traffic Engineer or other local authority as herein authorized shall be promptly attached to such listing. For convenience, the Traffic Engineer may forward a certified copy of such listing, and any subsequent changes, to the court that hears and/or adjudicates violations of local speeding ordinances.
