(A) No driver of any vehicle shall drive into, on or through any alley or any portion thereof except for the purpose of going to or departing from a place or property abutting the section or block of such alley which such driver has caused his vehicle to enter.
(B) When a driver is operating or driving a vehicle in, on or through any alley or portion thereof the vehicle shall not exceed a speed of ten miles per hour.
(C) The driver of a vehicle emerging from an alley shall yield the right-of-way to all crossing traffic.
