The mileage rate expense allowance established and paid employees of the city, who with knowledge of their respective department heads use their privately owned vehicles during hours of their employment and while acting within their authorized scope of their employment with the city, shall be equal to the federal government's mileage reimbursement rate in effect on January 1 of the calendar year in which the travel is taken.
