The city, in coordination with the Fort Wayne City Utilities, shall require parties interested in obtaining sewer extensions and/or sewer tap permits to sign a statement waiving all rights to remonstrate against annexation by the city. The waiver, signed by the current property owners, shall be recorded with the Allen County Recorders Office and shall run with the land.
