The developer of land previously subdivided shall be required to post a bond or irrevocable letter of credit, performance bond or other surety, at the discretion of the city, assuring completion of all required improvements which have not been completed at the time of adoption of this chapter, in such form, manner and amount as shall be acceptable to the City Council, to guarantee completion of all required improvements. Whether or not a certificate of occupancy has been issued at the expiration of the performance bond or other surety, the city may enforce the provisions of the performance bond or other surety where the provisions of this chapter, or any other applicable law, agreement, ordinance or regulation, have not been met.
