(A) Purpose. The purpose of this section is to describe the organization, the powers and the duties of the City Police Department relating to the enforcement of laws and to the protection of the citizens of the city.

(B) Police force. The police force of the city shall consist of the Chief of Police and such patrol officers as the Mayor may appoint, subject to the approval of the City Council. In case of declared and documented emergency, the Mayor may appoint extra police officers or call upon any resident of the city to assist in establishing or maintaining order.

(C) Appointment. The Chief of Police and the patrol officers shall hold office until a resignation is submitted and accepted by the Mayor and Council or until terminated for cause in accordance with established personnel policies.

(D) Uniform. Each police officer, while on duty, shall wear the official uniform of the city’s police force. Clearly designated police vehicles shall be used in the routine conduct of police business.

(E) Duties. It shall be the duty of the police force of the city, and of each officer thereof, to enforce all provisions of this code and to preserve the peace and general order within the territorial jurisdiction of the city at all times by such lawful means as the officer determines are reasonable and necessary.

(F) Impersonation. Except as provided for in SDCL Ch. 23A-3, it is unlawful for any person not duly authorized to exercise the duty conferred by ordinance upon police officers of this city to wear a police officer’s badge or represent himself or herself as being a police officer of the city.
