The Director of Public Works or his or her designee may informally review the preliminary plan with the Planning Commission and the developer without notice and hearing, and as a result of such informal review, and if requested by the Planning Commission, the Director of Public Works or his or her designee may direct the developer to retain, at the developer’s expense, the assistance of a registered engineer, architect, landscape architect or other professional consultant or advisor to consult with and advise the Planning Commission on any or all aspects of the preliminary plan. The review process of the preliminary plan may be continued during the period of any such consultation. If the developer fails to promptly retain and provide such professional assistance upon request, the preliminary plan shall be deemed to have been withdrawn by the developer. The procedures in this section may be further requested and invoked, for good cause, by the Director of Public Works or his or her designee, the Planning Commission or the City Council at any stage of approval of preliminary plans or final plans.
