After reviewing and discussing the sketch plat and other reports as submitted by invited agencies and officials, the Director of Public Works or his or her designee will advise the applicant of the specific changes or additions, if any, he or she will require in the layout and the character and extent of required improvements and reservations which are required as a prerequisite to the submission of the subdivision plat. Approval by the Director of Public Works shall constitute authorization to prepare and submit a preliminary plat in the case of a major subdivision and a final subdivision plat in the case of a minor subdivision. The Director of Public Works or his or her designee shall make such approval or disapproval within 30 days after receiving the sketch plat. Refusal of the Director of Public Works to submit a sketch plat to the Planning and Zoning Commission may be appealed to the City Council.
