§ 31.12 SILENCE CONSTITUTES AN AFFIRMATIVE VOTE.
   Unless a member of the Council states that he or she is not voting, his or her silence shall be recorded as an affirmative vote. This section does not apply to ordinances or proposals to create a liability against the city, or for the expenditure or appropriation of the city’s funds, or in cases of a Council member’s abstention due to a conflict of interests.
