§ 31.10 READING OF THE MINUTES.
   Unless a reading of the minutes of a Council meeting is requested by a member of the Council, such minutes may be approved without reading if the Finance Officer or his or her designee has previously mailed minutes to each member. Once approved, the minutes shall be considered public record.
