§ 155.02 ZONING DISTRICTS PERMITTING TRAVEL PARKS.
   (A)   Travel parks are permitted by conditional use in the following zoning districts with the special conditions indicated below and additional requirements as specified by the Planning and Zoning Commission and City Council:
      (1)   General Commercial Zoning District.
         (a)   Shall be compatible with the adjacent operations;
         (b)   Shall be fully screened from view from the adjacent properties;
         (c)   No parking of recreational camping units in public rights-of-way; and
         (d)   Travel park shall have access to an improved public road.
      (2)   Highway Commercial Zoning District.
         (a)   Shall be compatible with the adjacent operations;
         (b)   Shall be fully screened from view from the adjacent properties;
         (c)   No parking of recreational camping units in public rights-of-way;
         (d)   Travel park shall have access to an improved public road; and
         (e)   SDDOT-approved access from state highways or access to travel park is from city streets.   
      (3)   Industrial Zoning District.
         (a)   Shall be compatible with the adjacent operations;
         (b)   Shall be fully screened from view from the adjacent properties;
         (c)   No parking of recreational camping units within the public rights-of-way; and
         (d)   Travel park shall have access to an improved public road.
      (4)   Park and Riverfront District.
         (a)   Shall be compatible with the adjacent operations;
         (b)   Shall be fully screened from view from the adjacent properties;
         (c)   No parking of recreational camping units within the public rights-of-way; and
         (d)   Travel park shall have access to an improved public road.
      (5)   Planned Development District.
         (a)   Shall be permitted by the planned unit development by laws and covenants, if any;
         (b)   Shall be compatible with the adjacent operations;
         (c)   Shall be fully screened from view from the adjacent properties;
         (d)   No parking of recreational camping units within the public rights-of-way; and
         (e)   Travel park shall have access to an improved public road.
      (6)   Residential Zoning Districts. Travel parks are not permitted.
   (B)   Upon receiving a conditional use permit, a travel park must also obtain an annual license as indicated in § 155.03 of this chapter.
   (C)   The conditional use shall be valid for the period of time specified by the Planning and Zoning Commission but not exceed ten years, at which time, the owner of the property shall reapply for a continuation of the conditional use permit. If the owner has not constructed or operated the travel park for a period of 12 months from the date of the approval of the conditional use, the conditional use permit shall be terminated. Reapplication for a conditional use permit shall be required.
