Since mobile homes have a special residential character of their own and may have a significant effect upon the Comprehensive Plan for the development of the city, particularly with regard to planning and establishment of the sanitary and storm sewer lines, water lines, streets, traffic flow and other safety and health considerations, it is in the public interest that guidance over their planning be exercised by the City Council with the assistance of the City Planning and Zoning Commission. For this chapter, the term mobile home and manufactured home are interchangeable and have the same meaning.
