If it is established that no record of curb lines is on file in the Public Works Department, a written letter of application accompanied by a copy of the most recently recorded plat of the area shall be sent to the Director of Public Works. The Director of Public Works or his or her designee shall thereupon establish such lines. The applicant shall be advised of this determination within 30 days and may appeal this as any other decision of a city official.
