§ 30.03 COUNCIL MEMBERS; QUALIFICATIONS AND SUCCESSION.
   (A)   Purpose. The purpose of this section is to describe the governing body of the city, the qualification and succession of its members and the appointments made thereby.

   (B)   Legislative powers. Legislative powers of the city shall be vested in six Council members, who shall comprise the City Council.

   (C)   Qualification and succession of Council members.
      (1)   A Council member of the city shall be a citizen of the United States and must be a registered voter residing in the ward in which he or she is elected.
      (2)   Council members shall serve staggered two-year terms of office.
      (3)   If a Council member is disabled or for any reason is unable to act in that capacity for a term in excess of 60 days, the Mayor may propose another qualified individual to act in place of the disabled Council member to serve out the remaining term, who shall be appointed by the Council.
