The purpose of this subchapter is to establish rules and regulations regarding the use of buildings and structures located within the city for residential purposes. This subchapter is enacted to promote the health, safety, morals and general welfare of the community of the city by providing proper standards regarding the type of structures that may be used as residential premises, responsibilities of landlords and landladies and also provisions establishing penalties for violators of this subchapter. Any building or structure found to be in violation of this subchapter shall be considered a public nuisance.
