§ 110.20 QUALIFICATIONS OF APPLICANTS.
   (A)   The general standards herein set out relative to the qualifications of every applicant for a city license or permit shall be considered and applied by the City Finance Officer or his or her designee.
   (B)   The applicant shall:
      (1)   Be a citizen of the United States or a declarant therefor, as authorized by law;
      (2)   Be of good moral character. In making such determination, the City Finance Officer or his or her designee shall consider:
         (a)   Penal history. All convictions, the reasons therefore and the demeanor of the applicant subsequent to his or her release;
         (b)   License or permit history. The license or permit history of the applicant; whether such person, in previously operating in this or another state under a license or permit, has had such license or permit revoked or suspended, the reasons therefor and the demeanor of the applicant subsequent to such action; and
         (c)   General personal history. Such other facts relevant to the general personal history of the applicant as he or she shall find necessary to a fair determination of the eligibility of the applicant.
      (3)   Not be in default under the provisions of this chapter or indebted or obligated in any manner to the city, except for current taxes; and
      (4)   Possess, or have pending, a valid sales and use tax license for this state.
