Any vehicle used for commercial collection, conveyance or hauling of garbage shall be equipped sufficiently to prevent the escape of the contents thereof. All wet garbage, or materials subject to rot, decay or putrefaction, or materials or liquids emitting strong or noxious odors, shall be collected and hauled in a vehicle which has been approved by the Director of Public Works or his or her designee for such purpose.
