It is unlawful for any person to place, leave, deposit or permit the accumulation of garbage in any building or upon any premises visible to or offensive to the public within the city for a period of more than eight consecutive days. Any stored garbage shall be enclosed in a container and covered, impervious or inaccessible to insects, animals or humans, during that period of time it is stored.
