Whenever it comes to the attention of the local law enforcement agency that any person has an abandoned, wrecked, dismantled, inoperative, junked or partially dismantled motor vehicle on his or her property, notice in writing shall be served upon such person requesting the removal of such motor vehicle in the time specified in this subchapter.
