(A) The Director of Public Works or his or her designee and other duly authorized employees of the city bearing proper credentials and identification shall be permitted to enter, at reasonable times, upon all properties for the purposes of inspection, observation, measurement, sampling and testing, pertinent to discharges into the community sewer system, in accordance with the provisions of this chapter.
(B) The Director of Public Works or his or her designee or other duly authorized employees are authorized to obtain information concerning industrial processes that have a direct bearing on the kind and source of discharge to the wastewater collection system. The industry may withhold information that it demonstrates, to the satisfaction of the Director of Public Works or his or her designee, constitutes a trade secret or would result in advantage to competitors if revealed to the public.
