No person shall maliciously, willfully or negligently break, damage, destroy, uncover, deface or tamper with any structure, appurtenance or equipment which is a part of the wastewater facilities. Violation of this section is punishable according to the provisions of § 54.99 of this code, and this remedy is in addition to the ability of the city to recover the cost of repair.
