§ 4.02 SUBMISSION OF BUDGET AND BUDGET MESSAGE.
   At the first regular City Council meeting in August of each year, the Finance Officer, under direction of the Mayor, shall submit to the City Council a proposed budget for the ensuing fiscal year.
