Whenever a consumer resides outside the limits of the city and there are other special circumstances which increase or otherwise affect the cost of supplying utilities to a given consumer, the city may, by and through the Director of Public Works or his or her designee, negotiate with the prospective consumer as to rates, quantities and other characteristics beyond the connection fee. Where these extraordinary circumstances occur, the city shall not be bound to furnish the utility service at the rates previously established herein or to provide the utility service at all.
