§ 51.062 DETERMINING TOTAL ANNUAL COST OF OPERATION AND MAINTENANCE.
   The city, its Finance Officer or his or her designee shall determine the total annual cost of operation and maintenance of the wastewater system in the city. The total annual cost of operation and maintenance shall include, but not be limited to, labor, repairs, equipment, replacement, maintenance, necessary modifications, power, sampling, laboratory tests, construction for replacement or expansion of existing facilities and a reasonable contingency fund.
