§ 51.030 ELECTRIC UTILITY RATES.
   (A)   Rates by customer class. The charge for each kilowatt hour of electrical power registered on the electric meter or meters for the premises shall be as follows.

      (2)   Usage exceeding 5,000 kilowatt hours. Customers whose usage exceeds 5,000 kilowatt hours in three or more months during a 12-month period will be placed in the “large customer” class for a minimum of one year.
      (3)   Consumers outside corporate limits. A distribution surcharge of $0.027 per kilowatt hour will be added for all consumers outside the corporate limits of the city.
      (4)   First and last months prorated. The customer charge for every user shall be prorated to the owner or occupant for the residential dwelling unit based upon the occupied number of days during the first and last months of occupancy.
   (B)   Security light rate.
