Upon receiving application for connection of utilities, the Finance Officer or his or her designee shall collect all fees and deposits required under Ch. 51 of this code, shall require that the proper agreement for utilities service is executed by the appropriate party and shall forward the application to the Director of Public Works or his or her designee.
