In order to ensure the health, welfare and safety of the citizens of the city, any officer or employee of the city is hereby authorized to investigate unexplained loss of water quantity or pressure, abnormal water meter readings and any other phenomenon indicating that municipal water service is being used but not paid for according to this code, or is being mishandled or misused in a manner that may create a hazardous condition, or resold to tenants or households other than as allowed by agreement with the city and in the name of the person to whom the water utility is supplied. Any municipal employee, during the course of official business, may enter upon private property to investigate service or transmission facilities of the municipal water system located thereon and, if necessary for the protection of the public, discontinue service.
