The Tree Commission shall organize within 30 days, after the appointment of its initial total membership, for the purpose of adopting by-laws. The Commission shall annually elect a chairman, vice-chairman and secretary, each of whom shall be eligible for re-election at the Commission's first meeting annually. The Tree Commission shall meet at least once quarterly; the exact time and date of the quarterly meeting may be determined at the discretion of the Commission.
