§ 35.69 QUALIFICATIONS FOR APPOINTMENT.
   (A)   General qualifications. To be eligible for appointment as a member in any grade within the Police Department, a person must be a resident of the Commonwealth of Kentucky, must be at least 21 years of age, able to read and write the English language intelligibly, must be a high school graduate or hold an equivalent certificate, and must be sober, moral and sagacious. No person who has been convicted of a felony shall be eligible for appointment.
   (B)   Qualifications and duties of the police Captain.
      (1)   Qualifications. The police Captain shall:
         (a)   Possess a bachelor’s degree in police science, criminal justice, management, business administration, public administration, or a related field from an accredited college or university; and
         (b)   Have at least 12 years’ prior Kentucky-certified police experience, with at least seven years at the supervisory (Sergeant or above) level, and at least two years at the administrative level (Lieutenant or above).
      (2)   Duties. The police Captain shall perform and be responsible for the following duties. The police Captain shall:
         (a)   Be second in command of the Police Department, subject to the command and direction of the Police Chief;
         (b)   Perform the duties of Police Chief in the absence of the Police Chief;
         (c)   Perform such duties as are assigned by the Police Chief.
   (C)   Qualifications of the police Lieutenant. The police Lieutenant shall:
      (1)   Have at least 12 years’ prior Kentucky-certified police experience;
      (2)   Have had at least three years’ prior police experience at the supervisory level (Sergeant or higher); and
      (3)   Either:
         (a)   Possess an associate’s or bachelor’s degree from an accredited college or university; or
         (b)   Have four years’ military experience and 30 credit hours of college coursework from an accredited college or university.
   (D)   Qualification of the police Sergeant. The police Sergeant shall have at least seven years of prior Kentucky-certified police experience.
   (E)   Qualifications of the police Detective. The police Detective shall have at least five years of prior Kentucky-certified police experience, and shall have specialized training or experience in investigations.
   (F)   Qualifications of the Police Specialist. The Police Specialist shall have at least 12 years’ prior Kentucky-certified police experience, and shall have and maintain current specialized training in one of the following fields:
      (1)   Investigations;
      (2)   Narcotic or drug enforcement;
      (3)   Accident reconstruction;
      (4)   K-9:
      (5)   Community outreach or DARE;
      (6)   SWAT; or
      (7)   Such other areas as may be approved by the Chief of Police. As an alternative to specialty training, 20 years of prior Kentucky-certified police experience may be substituted for specialty training, The Chief of Police shall make recommendations for appointment to the Mayor for qualified members deemed suitable for appointment.
   (G)   Qualifications of the Police Officer Grade I. The Police Officer Grade 1 shall have at least six years’ prior Kentucky-certified police experience, and shall be recommended for appointment by the Chief of Police.
   (H)   Qualifications of the Police Officer Grade II. The Police Officer Grade II shall be a member of the Police Department who has at least nine months’ prior Kentucky-certified police experience, and has fulfilled the minimum training requirements prescribed by the Kentucky Department of Criminal Justice Training, and shall be a Kentucky-certified police officer.
   (I)   Status of a Police Recruit. A Police Recruit is a person who has been hired as a police officer of the city who has not met the requirements for Police Officer Grade II.
