The Legislature of the Commonwealth of Kentucky has in KRS Chapters 82 and 83A delegated to local government units the authority to adopt regulations to promote the public health, safety, and general welfare of its citizenry. Therefore, the City Council hereby adopts the following floodplain management ordinance, as follows.
