(A) There is established an Emergency Medical Service Advisory Council which shall review the state of the delivery of emergency medical services by way of paramedics, emergency medical technicians and emergency and nonemergency transport ambulance services, fire departments, police and emergency dispatch.
(B) (1) The Council shall be composed of the following groups or individuals:
(a) Kenton County Fire Chiefs Association;
(b) Boone County Fire Chiefs Association;
(c) Campbell County Fire Fighters Education Association;
(d) St. Elizabeth Hospital;
(e) St. Luke Hospital;
(f) Northern Kentucky Fire Fighters Association;
(g) Northern Kentucky Police Chiefs Association;
(h) Northern Kentucky Emergency Medical Service, Inc.;
(i) Northern Kentucky Senior Services, Inc.;
(j) Northern Kentucky City/County Administrators Association; and
(k) Northern Kentucky DES Directors Association.
(2) Each respective organization shall designate an individual to provide impute into the emergency medical needs of the three counties herein. The individuals, after nomination by their respective sponsoring organization, shall be appointed by the Mayor of the city for a term of four years, and may succeed themselves.
(C) Upon review of the status of the delivery of emergency medical services to the city, the Council shall make recommendations to the city and to each Fiscal Court as to how to best achieve the consistent and efficient delivery of emergency medical services necessary for the safety and convenience of the citizens of the city. The findings may be in the form of a proposed ordinance to be adopted by the city.
(D) The Council shall remain in existence after compliance with the above sections for the purpose of continual monitoring of the state of the delivery of emergency medical services. The Council shall promulgate rides and regulations for adoption by the city to achieve the goals of this subchapter.
(E) This Council shall be integrated with similar Councils established by the counties of Kenton, Campbell and Boone and various cities located therein. The findings and recommendations shall be made with a view to create a unified system for the delivery of services in the three counties and cities located therein, including the city.
